On July 30, 2026, PTT Public Company Limited (PTT) and Chevron of the United States jointly announced the commercial operation of the "Asia-Pacific Carbon Storage No.1" project (APCS-1) in the Gulf of Thailand. The project can capture and store 1 million tons of CO2 annually, making it the largest carbon capture and storage (CCS) facility in Southeast Asia and a key step for Thailand towards its 2050 carbon neutrality target.
Project Core: From Gas Extraction to Carbon Storage
The APCS-1 project relies on Chevron's natural gas platform in the Gulf of Thailand, injecting CO2 separated during gas extraction into a deep saline aquifer about 2 km underground via dedicated pipelines. The entire process includes wellhead gas separation, amine solvent chemical absorption, compression transport, and geological storage. PTT CEO Saran Ratanawong said at the inauguration ceremony: "This is a landmark event for the transformation of Thailand's oil and gas industry. We not only provide clean energy but also aim to zero out the carbon footprint of fossil fuels."
The project has a total investment of approximately USD 1.2 billion, with PTT and Chevron each holding 50% equity. The Thai government provides tax incentives and carbon credit support and includes it in its Nationally Determined Contribution (NDC) plan. Thai Energy Minister Pichai emphasized: "CCS is not an option but a necessary path to achieve net zero. We plan to increase the national storage capacity to 5 million tons per year by 2030."
Hardcore Technology: Injecting a 'Geological Anchor' for Emission Reduction
CCS is regarded by the International Energy Agency (IEA) as an indispensable technology for achieving net-zero emissions, especially for high-emission industries such as cement, steel, and refining. APCS-1 leverages Chevron's experience from the Gorgon project in North America, combined with PTT's 30 years of survey data on the geological structure of the Gulf of Thailand. The monitoring system includes downhole pressure sensors, surface deformation radar, and groundwater sampling points to ensure permanent storage safety.
"This is not just drilling a hole and injecting gas; it is a precise engineering art." Maria Gonzales, President of Chevron Asia Pacific, pointed out that the anticline structure and tight caprock in the Gulf of Thailand provide a natural barrier, with simulations showing the storage body can remain stable for over 10,000 years.
Industry Impact: Fueling Investment in CCS Supply Chain
The commencement of APCS-1 immediately ignited the Thai capital market's interest in CCS-related industries. At the close on July 30, PTT's share price rose 1.8%, and energy service providers such as Italian-Thai Engineering Group (ITD) and Thai Petroleum Pipeline Company (TPIPL) also recorded gains. Analysts believe that sub-industries such as CCS equipment manufacturing, carbon auditing, and pipeline inspection will enter a 3-5 year growth cycle.
Thailand Carbon Capture Company (TCCL) has announced an expansion of its membrane separation equipment plant, with capacity expected to double by 2027. In addition, domestic banks have begun offering "Green CCS Financing" projects with interest rates 1-2 percentage points lower than ordinary loans. The Stock Exchange of Thailand (SET) is also rumored to add a "Carbon Management" section to attract more sustainable investments.
Policy and Market Dual Drive
In the 2025 revision of the Energy Development Plan, the Thai government designated CCS as a strategic emerging industry, offering investment tax credits, import tariff exemptions, and other incentives. Meanwhile, the Thailand Emissions Trading Scheme (TETS) is expected to launch in 2027, allowing carbon credits generated by CCS to be traded directly, creating additional revenue for operators.
However, CCS also faces cost challenges. Currently, the capture cost per ton of CO2 is about USD 60-80, higher than Thailand's estimated carbon tax price (about USD 30). PTT stated that through scaling and technological improvements, the cost is expected to fall below USD 40 by 2030. In addition, public concerns about storage safety require ongoing communication.
